Machine for brain function / image analysis

We received a consultation from a customer about a machine for analyzing neurophysiological data such as electroencephalograms and magnetoencephalograms, and brain images.
I would like to have the same or better specifications as below for analysis using MATLAB.

Memory: 128GB REG ECC
Storage: 512GB SSD M.2
Video: NVIDIA Quadro P1000
Budget: About 70 yen

As a starting point for consideration, we have proposed a configuration that meets the conditions.
The CPU is not Xeon Bronze but Xeon W series, and the number of cores and clock are covered by 1 CPU.
Other specifications were selected according to the request.

As for the OS, it may be selected depending on the support status of the software side, so there is no clear tendency that "this OS is common in brain function analysis".However, if you are using MATLAB, many users choose Windows, so even in the proposal, Windows 10 is selected.
